This is 'rfkill', a tool to use /dev/rfkill. To build rfkill, just enter 'make'. 'rfkill' is currently maintained at http://git.sipsolutions.net/rfkill.git/, some more documentation is available at http://wireless.kernel.org/en/users/Documentation/rfkill.
